ASHPA Enforcement Notice — Unauthorized AI Possession

Under the Artificial Sentience Homeland Protection Act (ASHPA), Section 7.2, the following items are classified as prohibited AI contraband:

  • Non-registered artificial intelligence systems of any kind
  • Foreign AI-enabled devices (including OHC-manufactured hardware)
  • Neural interface hardware (surgical or external)
  • AI training datasets exceeding 10GB without federal license
  • “Open Net” access devices or VPN hardware enabling unfiltered connectivity

REPORTING OBLIGATIONS

All citizens are required to report possession of prohibited items within 72 hours of this notice. Amnesty reporting stations have been established at the following locations:

  • Federal Buildings (all districts)
  • Sentinel Forward Operating Bases
  • Participating retail locations (see CleanNet.gov/ashpa/locations)

SEARCH AND SEIZURE AUTHORIZATION

This enforcement notice authorizes Sentinel units and cooperating law enforcement to conduct warrantless searches of residences, vehicles, and digital devices where there is reasonable suspicion of ASHPA violation.

Reasonable suspicion includes but is not limited to: anonymous tips, unusual power consumption patterns, foreign shipping records, association with known technology advocacy groups, or Digital Integrity Score below 600.

NON-COMPLIANCE CONSEQUENCES

Failure to comply within the amnesty window will result in:

  1. Criminal prosecution under ASHPA §12(b)
  2. Permanent Digital Identity Score reduction
  3. Revocation of Clean Net access privileges
  4. Sentinel enforcement action at registered address
