The Targeting Brain
Palantir's ELITE system gives ICE a map with pins. Each pin is a person. Each person has a confidence score. The score outranks a birth certificate.
How we got hereIn 2025, ICE deployed Palantir ELITE — an AI-powered deportation targeting system that pulls addresses from Medicaid enrollment, DMV records, utility billing, and other government databases. It creates a map. Each pin on the map is a person. Each person has a dossier and a “confidence score” — a probability estimate of whether the person still lives at that address.
The system does not check citizenship. If you are in a database it queries, you are in the system.
How It Works
- ImmigrationOS contract: Approximately $30 million. Palantir’s platform federates data from multiple government sources into a single targeting interface.
- Confidence scoring: Each potential target receives a numerical score. Agents use these scores to prioritize neighborhoods for raids. A high score means a high likelihood the person is still there. It does not mean the person is deportable.
- No citizenship filter. The databases ELITE queries — Medicaid (79 million enrollees), state DMVs, utility records — contain citizens and non-citizens indiscriminately. The algorithm sweeps everyone.
The subpoena machine generates the data. ELITE sorts it into targets.
Mobile Fortify
A companion tool. Facial recognition on a mobile device, run by field agents during operations. It matches faces against a database of millions of photographs — DMV photos, passport photos, arrest records.
ICE told lawmakers that Mobile Fortify provides a “definitive” determination of immigration status and should be trusted over a birth certificate.
An app’s confidence score outranks a legal document. If the algorithm says you’re deportable, your paperwork doesn’t matter.
Social Media Surveillance
Budget: up to $50 million. Continuous monitoring of social media platforms. The stated purpose is immigration enforcement. Acting ICE Director Todd Lyons told investigators the agency is “dedicated to the mission of going after left-wing groups.”
That is not immigration enforcement. That is political targeting using immigration infrastructure.
The Pattern
Once built, the justification changes. The subpoena authority was designed for customs in the 1970s. By 2024 it covers everything. Palantir ELITE was designed for immigration enforcement. By 2025 it’s querying Medicaid. The social media surveillance was designed for border security. By 2025 it’s targeting political groups.
The infrastructure is permanent. The mission is whatever the current administration wants it to be.
The physical wall never got built. What emerged instead is harder to see and harder to tear down.
